Admissions

Daybreak services are voluntary.  Individuals are admitted to Daybreak programs regardless of ability to pay.  In the event that a program is full, or a youth/individual/family is not appropriate for the program, Daybreak staff shall make reasonable efforts to connect the individual to other shelter, housing, or other appropriate services in the community.

DROP-IN PROGRAM

  1. Any youth age 18 through 24 who is homeless, at risk of homelessness or couch hoping is eligible for participation in Daybreak Drop-In Program, located at the 701 S. Patterson site. Drop-In provides services to our older youth that can’t stay in our Emergency Shelter >21 years old or homeless youth on the streets or residing in other homeless shelters in the community. Staff work with them to get them into an adult shelter, safe and stable housing options or link them to services that fit their needs. Walk-in hours are Monday through Friday from 8 am to 4pm and are posted in the 24/7 front lobby at the main facility 605 S. Patterson Boulevard, Dayton, Ohio and are handed out with Outreach informational packets at the adult shelters.
  1. Youth who are terminating voluntarily or involuntarily from another agency program such as Shelter or Transitional Housing are often referred to the Drop-In center and are eligible for Services unless the circumstances of the termination indicate a threat to agency clients or personnel or are contraindicated for other justifiable reasons as determined by the Chief Executive Officer, Shelter Director, Housing Director and/or Employment Services Director in conjunction with recommendations from the Clinical Team.

 

OUTREACH PROGRAM

The Outreach team is stationed at both men and women & family adult shelters at least 3 mornings per week to meet with transition age youth ages 18 through 24. During this time Outreach staff triages the youth immediate needs and link them to Daybreak services and the most appropriate Housing option, with minimum requirements or preconditions. Outreach services are located at 120 W. Apple Street and 1921 Gettysburg Avenue, both in Dayton, Ohio.

DAVID’S PLACE (Engagement, Education, Linkage, and Support for LGBTQIA+ Youth)

Youth may be admitted to David’s Place if they meet the following criteria:

  1. Between 18 and 24 years of age. Youth may identify as LGBTQIA+ and/or may be Allies to the LGBTQIA+ community.
  2. Meet eligibility for agency scope of services (unhoused or at-risk of losing housing).
  3. Referrals can come from any Daybreak program or can be self-referred (intake to services).
  4. Youth participation is voluntary. Participants may choose to self-exit from programming or may be exited from programming due to: meeting all individual goals/objectives; relocating; non-compliance with programming; aging out of services.

YOUTH SHELTER

  1. Youth may be admitted to Daybreak Shelter if they meet the following criteria:
  2. Between the ages of 10 and 21.
  3. Youth who run away from home or have been forced to leave home.
  4. Youth who may end up in contact with law enforcement, Juvenile Justice, or the Child Welfare system.
  5. Youth is homeless, couch hopping, living in an adult shelter or in another place unsuitable for human habitation such as their car.
  6. The situation is serious enough to warrant period away from home while efforts are made to improve the situation through counseling and referral. (Examples: physical abuse, potential for family violence, poor communication among family members, etc.)
  7. Youth is willing to make a commitment to look seriously at how they can contribute to making the situation better.
  8. Youth is willing to consider making a commitment to participate fully in the Daybreak program, Parent or guardian has been notified within twenty-four hours of arrival and has given consent for the youth to participate in the program. Exceptions include adolescents who are emancipated minors, youth who have reached the age of majority, or those youth who could be

endangered as a result of the notification. Youth are informed that their parent or guardian will be notified of their whereabouts.

  1. Youth agrees to follow the program rules outlined in the handbooks.
  2. Information regarding specific services offered is available on the agency web site and in the Shelter Handbook. It is also shared verbally with youth by staff during the crisis hotline screening and/or at shelter intake.

Youth may be refused admission to Daybreak Shelter under the following conditions:

  1. Youth is under the influence of drugs and alcohol to a point where they are visibly impaired. Referral to an Emergency Room and/or Chemical Dependency program would be appropriate.
  2. Youth has a history of homicidal, suicidal, violent, fire-setting behavior or sexual perpetration within the past twelve months, and no treatment has been obtained. If treatment is on-going at the time youth presents for admission, or has been received since the last incident, the on-call consultant should be consulted regarding the decision to admit. If the youth is actively suicidal or homicidal then an immediate referral should be made to Clinical Services, CIT, or the police.
  3. Youth has perpetrated a violent crime against another youth currently in the Shelter.
  4. The youth is currently in urgent need of medical attention, or has a communicable disease or condition that would endanger the health of other residents. Youth may be considered for admission when the health status is stable and/or no longer presents a risk to the health of that individual or others in the program.
  5. Youth’s status from a previous admission limits current admission. Exceptions can be made in this situation if the need is judged to be sufficiently urgent to warrant admission in spite of limitations. The Shelter Director, CPO, Associate Clinical Director, Clinical Director or On-Call Clinical or Operations consultant should be consulted depending upon the nature of the past problems.
  6. Youth may not be admitted when the shelter is full (16 youth). Exceptions may be made for up to eighteen residents, in emergency situations. Admitted residents may never exceed eighteen. In the rare situation when the shelter population is at eighteen, a youth is in need of shelter because of physical or sexual abuse, absolutely homeless and not other resources exist the youth may be brought into a bed in the overflow room or one of the lounges at that time until alternate arrangements can be made by staff or until a resident leaves the shelter.

OZ WORKS (Education, Employment and Positive Youth Connections)

Youth may participate if they meet the following criteria:

  1. Between 18 and 24 years of age.
  2. Be willing to comply with program rules and standards while participating in OZ Works services.
  3. In our Housing Program
  4. Staying in our Shelter for at least 1 month and on track for our Housing Program
  5. Youth participation is expected if they are in our Housing Program

Youth may not be admitted to Daybreak’s OZ Works Program under the following conditions:

  1. Youth who are not willing to adhere to all program area guidelines
  2. Youth who pose a physical threat to other members or the facilitator

 

HOUSING

Youth may be admitted to Daybreak’s Housing program if they meet the following criteria:

  1. Between the ages of 18 to 24 years of age.
  2. Youth is homeless, couch hopping, living in an adult shelter or in another place unsuitable for human habitation such as their car.
  3. Youth should be able to understand program goals
  4. Youth completed the Housing intake, assessment, and qualification process including the Montgomery County Homeless Solutions Front Door Assessment process and scores as appropriate for Transitional Housing, Rapid Re-Housing or Permanent Supportive Housing.

The youth must be (LIHTC) Tax-Credit pre-qualified per IRS standards by cooperating with the tax credit qualification process per OHFA guidelines.

Youth may not be admitted to Daybreak’s Housing program under the following conditions:

  1. Youth is homicidal, suicidal, or has a history of, fire-setting behavior or sexual perpetration within the past twelve months and no treatment has been obtained. If the youth is actively suicidal or homicidal then an immediate referral should be made to CIT or the police.
  2. Youth has been convicted of a violent crime or perpetrated a violent crime against another youth currently in Housing.
  3. Youth who pose a physical threat to others.
  4. Youth who are not willing to enroll in the program and comply with program guidelines.
